Institutional design is partly an allocation-of-responsibility problem: who evaluates, who decides, who bears which risk, how money moves, and how performance is subsequently monitored.

The framework therefore had to make decision rights and operating principles explicit, rather than treating 'FinTech partnership' as a single generic model.
